从袜业到袜艺    以袜子为图腾

From Hosiery Industry to Hosiery Art, Take Hosiery as the totem

　　诸暨大唐镇是全球最大的袜子生产基地，拥有从原料、机械、定型、包装、营销、物流等全过程的完整产业链，2016年年产袜子77亿双，素有“国际袜都”之誉。

Datang Town of Zhuji is the world's largest hosiery producing base with a complete industrial chain of the whole process of raw material, machinery, finalize the design, packaging, marketing, logistics and others. The annual output of hosiery in 2016 was 7.7 billion pairs of socks. And it has the reputation of "International capital of hosiery".

　　2015年，特色小镇在浙江发源，占据重要地位的大唐袜艺小镇，成为浙江省首批特色小镇。

In 2015, Characteristic Towns originated in Zhejiang Province and Datang Hosiery Art Town with an important position became the first batch of Characteristic Towns of zhejiang province.

　　大唐镇党委副书记、镇长王其军：“2015年3月，夏宝龙书记来大唐调研，5月，开始筹备特色小镇创建申报，原来申报的名称为袜业风情小镇，在时任浙江省副省长袁家军的指点下，最后确定为袜艺小镇，对大唐袜业的转型升级提出了更高要求。”

Deputy Secretary of CPC（Communist Party of China ） and mayor of DaTang Town Wang Qijun said: "the secretary Xia Baolong came to Datang for research in March 2015. In May, we drawn up a plan to prepare the declaration of characteristic town and the original declaration name was romantic town of hosiery. Under the direction of Vice Governor of Zhejiang Province Yuan Gujun, it was finally determined as the Hosiery Art Town. And it put forward higher requirements to the transformation and upgrading of Datang Hosiery."

　　袜艺小镇规划面积2.96平方公里，位于诸暨市区西侧，计划总投资55亿，分三年建设，由姚穆、庞国芳两位院士担纲顾问，重点规划智造硅谷、时尚集市、众创空间三大区域。截至2016年底，袜艺小镇已累计完成投资42.68亿，入驻企业617家，实现规上工业总产值94亿。

The planning area of Hosiery Art Town was 2 .96 square kilometers, which is located in the west side of Zhuji. The total investment was planned for 5.5 billion, dividing into three years' construction, appointing Yao Mu and Pang Guofang two academicians as consultants, emphasically planning Intelligent Manufacturing Silicon valley, fashion market and the mass innovation space 3 areas. By the end of 2016, the Hosiery Art Town had completed the investment of 4.268 billion yuan, with 617 companies entering and realizing 9.4 billion yuan the total industrial output value above the scale.

　　依托袜艺小镇，大唐袜业产业脱胎换骨。在袜子产量减少8亿双（2014年85亿双，2016年77亿双）的背景下，2016年，大唐镇实现财政收入8.7亿，同比增长9.6%。新认定省级以上科技型企业20家，新增规上工业企业21家。两年累计获得发明专利28项，获得实用新型专利536项。两化融合、腾笼换鸟、机器换人等模式被列入省级试点，新型工业化示范基地通过国家工信部评审，获评全国袜业知名品牌创建示范区，大唐袜业区域品牌荣登2016年中国区域品牌价值百强榜第13位，品牌价值340.63亿，潜在价值627.95亿。在袜业转型升级的背景下，袜艺小镇打破了传统贴牌代工、低价恶性竞争的怪圈，迎来了新发展。

Relying on the Hosiery Art Town, the Hosiery Industry of Datang has changed. Under the background of a loss production of 800 million pairs of socks (8.5 billion pairs in 2014 and 7.7 billion pairs in 2016), the financial revenue of Datang in 2016 realized 870 million, increasing of 9.6% compared with the same time last year.  It newly identified 20 technology enterprises above provincial level and 21 new industrial enterprises above the scale. In the past two years, it have totally obtained 28 patents for invention and 536 patents for utility model. Two turns of fusion, vacating cage to change bird and machine replacing human are included in the provincial pilot. The new industrial demonstration base was reviewed by the Ministry of Industry and Information Technology of China, regarding as the national well-known hosiery brands demonstration area. The regional brand of Datang Hosiery ranked 13th of the list of the top 100 brands in China, with a brand value of 34.063 billion and the potential value of 62.795 billion. In the background of the transformation and upgrading of the hosiery industry, the Hosiery Art Town broke the cycle of traditional labelling and vicious competition of low-price , ushering in a new development.

　　在转型升级的同时，大唐镇加大了基础设施建设，以3A景区创建的要求，提升集镇面貌和品位。

At the same time of transformation and upgrading, Datang town has increased its infrastructure construction and promoted the status and taste of the marketing town with the requirement of 3A scenic spot.

　　王其军表示，通过特色小镇的创建，大唐镇将打造成全球唯一的以袜子为图腾的特色小镇，并力争成为全球最先进的袜业制造中心、全球最顶尖的袜艺文化中心、全球唯一的袜业主题景观空间和袜业旅游目的地。

Wang Qijun said that by creating characteristic town, Datang Town will make the world's only characteristic town which takes hosiery as the totem and strive to become the world's most advanced hosiery manufacturing center, the world's top hosiery art cultural center, the world's only hosiery theme landscape space and the hosiery tourist destination.

　　近3年来，全自动织缝翻检智能一体袜机、抗菌防臭的功能性纤维、预防静脉曲张的医疗袜等产品向继在诸暨问世，引领着全球袜机、原料和袜子的发展方向。这背后，有一个以“袜业智库”为核心的创新服务综合体在支撑。

In recent 3 years, automatic weaving-seaming-turning over-checking smart hosiery machine, antibacterial deodorant functional fiber, medical hosiery preventing of varicose veins and other products are produced successively in Zhuji, leading the global hosiery machine, raw material and the development direction of hosiery. Behind this, there is an innovative service syntheses whose core is the "Hosiery Industry Think Tank" supporting it .

　　大唐镇党委书记田海斌介绍，大唐袜业创新服务综合体是袜艺小镇的心脏和发动机，下辖浙江纺织袜业研究院、世界袜业设计中心、知识产权快速维权保护中心、品牌提升服务中心等9个平台。

Secretary of the Party Committee of Datang Town Tian Haibin introduced that Datang Hosiery innovative service syntheses is the heart and engine of Hosiery Art Town. It is governed by 9 platforms such as Zhejiang Textile and Hosiery Research Institute, World Design Center of Hosiery, Intellectual Property Rights Rapid Protection Center, Brand Promotion Service Center and others.

　　田海斌：“这些平台以政府主导、企业搭台、高校参与的形式，有效整合产业链各要素，解决技术创新、产品创新和业态创新瓶颈问题，推动袜业转型升级。”

Tian Haibin said: "the platforms in the form of government-leading,  enterprise setting up the stage and the participation of universities, effectively integrating every elements of industrial chain, solving the bottleneck problems of technical innovation, product innovation and business mode innovation, promoting the transformation and upgrading of hosiery."

　　浙江纺织袜业研究院是一家集纺织袜业技术研究与科技成果转化等功能于一体的研究中心，包括纺织材料研发中心、智能装备关键技术研发中心、产品设计打样中心、袜业产品质量检验检测中心和政产学研协同中心。来自西安工程大学的金京教授，是研究院的副院长，长期坐镇大唐袜艺小镇，他介绍：“有些瓶颈问题不是一朝一夕就能解决的，高校团队和袜业企业‘恋爱’时间可能要几年。”

Zhejiang Textile and Hosiery Research Institute is a research center which combines the research of hosiery technology and transformation of scientific and technological achievements and other functions as a whole, including textile material Research& Development center, intelligent equipment key technology Research& Development center, product design and proofing centre, hosiery products quality testing center and political products and research collaboration center. Professor Jin jing from Xi 'an Engineering University, the vice President of the institute, who is in Datang Hosiery Art Town for long-term time introduced that: "some bottleneck problems can not to solve overnight, the “love time”of college team and hosiery enterprises may be a few years."

　　世界袜业设计中心是一个校地共建的创意设计基地，是由诸暨市政府与中国纺织服装教育学会合作，联合27家高校院所，组织开展校地合作的云端人才库。这个中心的成功运营，使大唐袜业涌现了一批引领全球设计风向标的企业。两年来，浙江创美文化传播有限公司开发出200多款“阿格莱德”功能性运动袜，获得24项国家发明专利和实用新型专利；诸暨市卡拉美拉品牌管理有限公司推出的“焦糖玛琪朵”品牌，使每一双袜子有了自己的故事，现已成为电商买家竞相追逐的时尚宠儿。

World Hosiery Design Centre is a creative design base built by colleges and local place. It is a cloud talent pool cooperated by Zhuji Government and the Chinese Textile and Clothing Education Society , combining of 27 colleges and universities, organizing and carrying out the cooperation of the colleges and local place. The successful operation of this center has led to the emergence of a group of enterprises leading the global design. In the past two years, Zhejiang Chuangmei Cultural Communication co., LTD has developed more than 200 "Agryad" functional sports socks and has obtained 24 national patents for invention and utility model patents. The "Caramel Macchiato" brand which is launched by Zhuji Kalamara Brand Management co., LTD., has made each pair of socks have their own story and has become a fashion favorite among E-commerce buyers.

　　在这轮转型升级的风口中，诸暨市袜业企业技术创新和创意设计的最终成果体现在产品的销售和利润上，永新集团研发的发热锦纶丝和冰凉锦纶丝两只新产品，畅销国内外；华诗秀的龙凤袜市场上最高卖到500元一双；“焦糖玛琪朵”、“阿格莱德”等品牌收获了产品利润率20%—40%的高附加值。2017年1至8月，诸暨市袜业产业实现产值183.53亿，同比增长18.2%；利润8.18亿，同比增长23%；实现地方税收6784万。

In the period of this round of transformation and upgrading, the final results of technological and creative design innovation of hosiery enterprises in Zhuji City reflects in the product sales and profits. Fever nylon yarn and nylon yarn cold two new products developed by Yunghsin Group sell well both at home and abroad; The dragon and phoenix socks of Huashixiu sell up to 500 yuan a pair. Brands such as "Caramel Macchiato" and "Agryder" harvested 20 to 40 percent of the high added value of product profit margins. From January to August 2017, the production value of the hosiery industry in Zhuji City realized 18.353 billion, increasing 18.2% compared with the same time last year. The profit was 818 million, increasing compared with the same time last year and realizing 67.84 million local revenue.

　　未来，大唐袜子，不仅仅只是一双袜子。
