中国网浪潮资讯  9月1日下午，作者从第十二届全国人大常委会第二十九次会议上获悉，《中华人民共和国国歌法》将于2017年10月1日起施行。国歌法对应当奏唱国歌的场合、礼仪规范等作出规定，同时鼓励广大人民群众唱国歌、爱国歌。法律还对侮辱国歌等行为作出处罚规定。

　　On the afternoon of Sept. 1, journalist knew from the twenty-ninth session of the Standing Committee of the Twelfth National People's Congress that the National Anthem Law of People's Republic of China would be launched after Oct. 1, 2017, which not only includes regulation for the occasion and rules of etiquette for singing the national anthem, but also encourages the majority of public to sing and love our national anthem. In the meantime, The law also makes penalties for insulting the national anthem.

　　其实早在2003年，河北省代表团就在当年的全国人代会上提出过这项议案：“关于进行国歌法立法的议案。”

　　Actually as early as in 2003, the delegation of Hebei Provence came up with the initiative which was "the initiative about the legislation for national anthem".

　　一位叫夏明芳的普通杂志社编辑认为，国旗、国徽都有了专门的法律，国歌也应享有同等待遇，这有助于增强公民的国家观念和爱国主义精神。俄罗斯、日本等国家已经制定颁布了国歌法。他还专门草拟了一部《中华人民共和国国歌法（建议稿）》，对国歌的性质、使用办法提出了详细建议。

According to Xia Mingfang, the editor of a common magazine, the national anthem should have the same privileges as the national flag and national emblem of having special laws which could strengthen the citizens' national attitudes and patriotism. Countries such as Russia and Japan have launched their laws of national anthems . Xia also drafted The Advice Verion of National Anthem Law of People's Republic, where he gave specific suggestions of the character and usage of the national anthem.

　　他的建议得到了肯定和支持。按照有关规定，河北团30多位代表签上了自己的名字，最终将夏明芳的建议制成了一份正式议案。

His suggestions was confirmed and supported. Over 30 representatives of Hebei delegation signed their names according to relevant regulations and in the end, they made Xia's proposals to a formal bill based on Xia's suggestions.

　　2014年底，中共中央办公厅、国务院办公厅曾印发《关于规范国歌奏唱礼仪的实施意见》。

At the end of 2014,  the general offices of Central Committee of the Communist Party of China and the State Council, once lauched The Opinions for Implementing about the Standards of Etiquette When Singing National Anthem.
