中国网浪潮资讯 北京时间7月25日，国家外国专家局与宁波市政府签署了《引进外国人才智力建设名城名都合作框架协议》。据了解，宁波是中国副省级城市中较早与国家外国专家局签订合作框架协议的城市。

CNCAO NEWS  On July 25 Beijing time, State Administration of Foreign Experts Affairs and The Ningbo Municipal Government signed “Cooperation Framework Agreement on the Introduction of Foreign Talents to build famous cities and capitals”. It is known that Ningbo is the earlier city signed cooperation framework agreement with State Administration of Foreign Experts Affairs among sub-provincial cities in China.

　　近年来，宁波积极开展以引进海外工程师为重点的引才引智工作，2009年在全国率先出台鼓励企业引进海外工程师政策。目前全市已引进各类外国人才3200多人，在各行业发挥了较为突出作用，2015年国家外国专家局将全国首个“国家引智示范区”授予宁波北仑。

In recent years, Ningbo has actively carried out its talents introduction work which focused on introducing overseas engineers. In 2009, it firstly issued the policy on encouraging enterprises to introduce overseas engineers in the whole country. At present, the whole city has introduced various types of foreign talents more than 3200 people, playing a prominent role in various fields, and in 2015 Ningbo Beilun was awarded as the first  national "National Talents Introducting Demonstration Zone" by State Administration of Foreign Experts Affairs.

　　此次签署的合作框架协议，不仅重点突出了双方将通过深化“海外工程师”引进计划，抓好高端引才引智平台建设，加强国际人力资源服务产业建设来服务“中国制造2025”试点示范城市建设，助推宁波争创“一带一路”综合试验区等关键领域引才引智；而且国家外国专家局还将支持宁波开展引进外国人才政策创新、机制创新和体制创新，探索外国人才来宁波工作、出入境、居留、永久居留等方面的便利措施，协助宁波启动编制外国人来宁波工作管理条例，研究人才签证制度，开展外国人才知识、技术、管理、技能等的创新要素贡献参与分配和权益保障机制研究等。

The cooperation framework agreement signed this time not only highlights both sides will pay special attention to the construction of high-end Talented and Intelligent People Introcuting platform, strengthen the international human resource service industry construction to serve the construction of "Made in China 2025" Pilot Demonstration City , to promote Ningbo introducing talents in key areas such as striving to create "The Belt and Road" Comprehensive Pilot Zone by deepening "Overseas Engineers" Introducing Plan; Also State Administration of Foreign Experts Affairs will support Ningbo to carry out the policy innovation on the introduction of foreign talent , mechanism innovation and institutional innovation, exploring convenient measures for the foreign talent on the aspects like working in Ningbo, the entry and exit of Ningbo, residence and permanent residence, etc, assisting Ningbo to initiate compiling management regulations for foreigners working in Ningbo, the visa system of research talents , carry out research on the innovative elements contribution like knowledge, technology, management, skills and others of foreign talents participating in the allocation and equity protection mechanism, etc.
