中国网浪潮资讯 据宁波海关消息，中国海关总署近日发布2017年33号公告，在全国范围内取消加工贸易银行保证金台帐制度并设置过渡期。在2017年8月1日起至2018年2月1日结束的过渡期内，企业继续按照海关总署公告2010年第5号和2014年第61号有关规定办理保证金台帐“实转”手续，过渡期结束后的业务办理程序，由海关总署另行公告。

CNCAO NEWS  According to the information of Ningbo Customs, recently General Administration of Customs, P. R. China issued No.33, 2017 announcement, announcing that canceling deposit account system for processing trade nationwide and set a transition. During the transition from Aug. 1, 2017 to Feb. 1, 2018, enterprises continue handling procedures for “real operation” deposit account according to announcements of No.5, 2010 and No.61, 2014 of General Administration of Customs, P. R. China. And General Administration of Customs, P. R. China will have another announcement of business handling procedures after the transition.

　　该制度设立之初，对打击加工贸易渠道走私违规发挥了积极的作用。可随着加工贸易日渐规范化的发展和我国外贸体量的增长，目前8成以上的手册台帐保证金空转，无法有效实现加工贸易差别化管理，由此引发的手续繁琐、制度性交易成本高昂等问题也经常成为企业反映的对象。

At the beginning of establishing the system, it took an active role in cracking down on smuggling and violation of channels of processing trade. But with growing standardization of processing trade and growth of China’s foreign trade, now over 80% of cash deposit account operates emptily and can’t achieve differentiated management of processing trade. The resulting problems like cumbersome procedures, high cost of institutional exchange and others were often reflected by enterprises.

　　据宁波海关统计，2016年宁波共设立“空转”台帐手册3852份，占手册设立总量的81.7%，新政实施后，可为企业节省近40万元的台帐设立银行手续费。

According to Ningbo Customs statistics, 3852 “empty operation” account handbooks set in Ningbo in 2016, accounting for 81.7% of the total. After implementation of new deal, it can save bank charges of setting up account for nearly 400 thousand yuan.
