中国网浪潮资讯  作者7月14日获悉：浙江省小城镇环境综合整治领导小组办公室、省交通厅、省建设厅联合下发《推广建立小城镇环境综合整治街（路）长制的指导意见》（下称《意见》），提出在1191个小城镇全面推广建立街（路）长制。

CNCAO NEWS  Reporters learned on July 14 that Zhejiang Provincial Leading Group Office for Comprehensive Environmental Improvement of Small Towns, Zhejiang Provincial Department of Transportation and Zhejiang Provincial Department of Construction jointly issued The Guidance on Implementing a Street (Road) Chief System for Comprehensive Environmental Improvement of Small Towns (hereinafter referred to as The Guidance) and demanded to establish the street chief system in 1,191 small towns.

　　据了解，街（路）长制模式围绕深化“四个平台”建设，建立政府、部门、群众三方联动，快速处置、共建共管的管理机制，加强日常巡查和常态管理，旨在成为“四个平台”的前端“触角”，把乱象消灭在事前和事中。《意见》规定，2017年9月底前，纳入今年达标计划的443个乡镇（街道、集镇）的主、次干道（包括穿镇公路和城镇道路）要基本建立街（路）长制；2017年12月底前，纳入三年整治行动计划的1191个乡镇（街道、集镇）的主、次干道（包括穿镇公路和城镇道路）要基本建立街（路）长制；2018年6月底前，1191个乡镇（街道、集镇）的所有道路（包括背街小巷）要基本建立街（路）长制；2018年12月底前，全省要形成较为完善的街（路）长治理体系。

It is learned that, centered on the construction of four platforms, the street (road) chief system aims to unite the government, department offices and citizens to form a quick-fixing, co-building and co-managing mechanism in strengthening routine patrol and normal administration, in a bid to make it become the “tentacle” of the four platforms and prevent disorders. According to The Guidance, by the end of September 2017, the street chief system should have been established for trunk roads and secondary roads (including roads which pass through towns and town roads) in 443 towns which are supposed to meet the standards this year; by the end of December 2017, the system should have been established for trunk roads and secondary roads (including roads which pass through towns and town roads) in 1,191 towns which are included in the three-year improvement plan; by the end of 2018, the system should have been established for all roads ( including lanes and alleys) in 1191 towns; and by the end of December 2018, a sophisticated chief street system should have been formed throughout the province.
