中国网浪潮资讯  北京时间6月26日上午，中共中央深改组第三十六次会议审议通过了《关于设立杭州互联网法院的方案》，这意味着中国乃至世界首家互联网法院将落户杭州。分析人士指出，全球首家互联网法院落户杭州，是因为杭州互联网经济发达，涉网审判基础好。

CNCAO NEWS  In the morning on June 26th , Beijing Time, the 36th Meeting of Central Leading Group for Comprehensively Deepening Reforms of the CPC reviewed of the plan for the establishment of the Hangzhou Internet court, it means that China and even the world's first Internet court will settle in Hangzhou. Analysts said that the world's first Internet court has settled in Hangzhou because of the city's developed Internet economy and the good basis of the trials involving network.

　　早在2011年，杭州法院就开始积极探索新型网络空间治理模式。

The Hangzhou court began to explore a new model of cyberspace governance as early as 2011.

　　杭州作为全球互联网经济最发达的地区之一，聚集着一大批著名互联网企业，拥有阿里巴巴、支付宝、淘宝、天猫、网易等众多知名电商企业，涉电子商务纠纷多发频发，现实司法需求大。据浙江省高级人民法院提供的数据显示，阿里巴巴一年要处理超过400万起交易纠纷。

Hangzhou is one of the most developed regions of the Internet economy around the world, a large number of famous Internet companies gathered. It owns Alibaba, Alipay, Taobao, Tmall, Netease and other famous e-commerce companies, disputes involving e-commerce are frequent so the realistic judicial needs are big. According to data provided by Zhejiang Provincial Higher People's Court, Alibaba handles more than four million transactions a year.

　　2015年4月，浙江省高级人民法院开始布局“互联网+审判”的新模式，确定由西湖、滨江、余杭三家基层法院和杭州市中级人民法院作为试点法院。

In April 2015, Zhejiang Provincial Higher People's Court started to lay out the new model of “Internet+Trial” and is determined that the lower courts of the Xihu District, Binjiang District, Yuhang District and Hangzhou Intermediate People's Court as the trial court.

　　2015年8月13日，“浙江法院电子商务网上法庭”正式上线。截至今年4月，共计收到普通案件申请2.2万件。浙江省高院院长陈国猛表示，杭州网络法院是基于杭州法院原先的电子商务网上法庭而建，将促进网络法治的健全发展。

On August 13th ,2015, "The court on the e-commerce website of Zhejiang Court" was officially launched. As of April this year, a total of 22,000 cases were received. Chen Guomeng, the dean of Zhejiang Provincial Higher People's Court said that Hangzhou Internet court was built on the original e-commerce website of Hangzhou court and it will promote sound development of the rule of law in cyberspace.

　　全国政协委员、杭州市十届政协副主席、民进浙江省委会副主委赵光育认为，自G20杭州峰会将构建全球电子商务平台（eWTP）的倡议写入公报以来，杭州已站在了全球电子商务发展的制高点上，全球首家互联网法院落户杭州对日后主导网络空间的国际话语权和规则制定权意义重大。

Zhao Guangyu, the member of the National Committee of the CPPCC, the vice-chairman of Hangzhou 10th CPPCC and the vice chair of Zhejiang Committee of China Association for Promoting Democracy, said that Hangzhou was on the high ground of global e-commerce development since the initiative to build electronic World Trade Platform(eWTP) has been included in the communique in G20 Hangzhou summit. The first Internet court in the world settled in Hangzhou has a significant influence to dominate cyberspace on the international right of voice and rulemaking in the future.
