中国网浪潮新闻讯 4月19日，"浙江省外贸小微企业成长三年行动计划"(以下简称"三年计划")正式启动，这将全面加强以外贸小微企业为代表的浙江省外贸主体的培育，帮助外贸主体了解外贸支持政策、贸易便利化的措施和外贸业务知识，提高外贸业务能力和熟练运用外贸政策的能力。

CNCAO NEWS April 19, "Plan of Developing the Small-and-micro-sized Corporations of External Trade in Zhejiang Province in three years", "three-year plan" for short, is officially initiated. As a result, it would comprehensively enhance the ability for cultivating the principal part of foreign trade, represented by mini corps, helping them acquaint with external-trade-supporting policies as well as methods to facilitate trade and vocational knowledge for external trade, and improving their capabilities in professional work and applying policies for foreign trade proficiently.

　　据了解，当前浙江外贸依存度达47.8%，其中，外贸小微企业发挥了重要的作用。2016年浙江外贸小微企业出口总额累计2354.9亿元，出口同比增长19.4%，远高于全省外贸出口增幅，占全省外贸出口总比重达13.3%。

It is said that dependence upon foreign trade in Zhejiang has already reached 47.8 percent, among which mini companies of external trade made great contribution. In 2016, the total foreigh trade volume of export and import of them is as many as 235.49 billion yuan, and the year-on-year growth of export has increased 19.4 percent, which is much higher than the national counterpart, accounting for 13.3 percent of the whole province's total exports.

　　据介绍，"三年计划"将从支持外贸小微企业展会拓市场、优化融资环境、加大信用保障力度、开展跨境电商业务、提供法律咨询服务等层面，开展线上线下大规模业务和政策培训。争取到2019年末，新增进出口经营权备案登记企业1万家，新增有外贸实绩的企业5000家。同时，注重培育一批创新型和成长型外贸小微企业，提高机电和高新技术产品比重，提升浙江省外贸小微企业国际竞争力。

Allegedly, "three-year plan" takes aim in upholding mini corps in dozens of fields, including enlarging the market, optimizing financing environment, getting the intensity of credit security enhanced, launching business in cross-border e-commerce, providing legal consulting service and so on, by holding extensive training about business and policies both online and offline. By the end of 2019, the goal is to have at least 10,000 authorized export enterprises registered in the records along with accelerating 5,000 firms with actual performance in extral trade.Besides, it also lays emphasis on nourishing a batch of innovative and developing mini corporations by raising the proportion of mechanical and electrical high-tech items to heighten the international competitiveness of  mini corporations of external trade in Zhejiang Province.

　　此外，浙江省"万企贸易成长计划"也同步启动。通过打好市场主体升级和小微企业三年成长计划这两招转型升级系列组合拳中的重要拳法，浙江省正不断壮大出口市场主体，推动外贸小微企业开拓国际市场，实现外贸出口持续稳定增长。

In addition, "Plan of Developing Trade of Thousands of Entreprises" is simultaneously started. Via escalating the main part of market and three-year plan for developing mini corps, which play indispensable role in transformation and upgrading, Zhejiang Province is consistently expanding the main body for export market to impulse the mini corps of foreign trade to opening global market for the sake of sustainable and stable increase in external trade.
