CNCAO NEWS  Beijing Time April 19, the first 'License of The People's Republic Certificate for Foreigners' Occupation' has been assigned to Nicolas, an Australian general manager working in the branch officeof Kaiyue Hotel, Hangzhou HuaPu Industry Company Limited.

　　以往来华工作的外国人被分为外国专家和普通外国就业者，新实施的外国人来华工作许可制度将“外国专家来华工作许可”和“外国人入境就业许可”整合为“外国人来华工作许可”(简称“两证整合”)。

In the past, foreigners coming to work in China were divided into foreign specialists and the ordinary employees. While the new system of foreign employment license certificate integrates"certificate for the occupationof foreign specialist"and "certificate for the employment of foreigners bordering China" to "certificateforforeignersworkinginChina", "combined the two licenses" for short.

　　"原《外国专家来华工作许可证》《外国人就业许可证》统一为《外国人工作许可通知》，采用电子化形式，用人单位和外国申请人可在线打印；原《外国专家证》和《外国人就业证》统一为《外国人工作许可证》。"市外国专家局有关人士表示，《外国人工作许可证》实现了一人一码、终生不变。

"The original 'License of CertificatefortheOccupation ofForeignSpecialist'and the 'License of CertificatefortheEmploymentofForeigners' have been unified to 'NotificationofCertificatefortheOccupationofForeigners' by electrified method, which makes it available to be printed online for both the employers and the foreign applicants. And the original 'Certificate for Foreign Specialist' and 'License of Certificate of the Employment of Foreigners' have been united to 'LicenseofCertificatefortheOccupationofForeigners'." According to a person working in the Municipal Bureau of Foreign Specialists, 'LicenseofCertificatefortheOccupationofForeigners' has reached the goal of one person with one QRCode(quick-response-code) sustaining for a lifetime.

　　作者看到，和原来的证件相比，《外国人工作许可证》卡面载明照片、姓名、护照号码、外国人工作许可统一编号、类别等信息，证件正面右下角还加载有二维码，可以通过手机扫描二维码的方式得到证件中集成的更为详细的信息，例如：工作单位、有效期等。持有这一证件后，外国人来杭工作、创业、生活都将享受到更加方便快捷的服务。

Reporter notices that compared with the former license, the surface of'LicenseofCertificatefortheOccupationofForeigners' has information of photo, name, passport code, the regimental code and classification of certificatefortheoccupationofforeigners. On the bottom right of the frontpage, one can also access more detailed information such as the working unit or the validity and so onby scanning the QRCode.Thanks to the license, it would effectively render all the services a foreigner needs in working, living or starting an undertaking to be much more direct andconvenient.

　　事实上，杭州在引进海内外高层次人才来杭创新创业方面，向来不遗余力。按照去年出台的《杭州“115”引进国(境)外智力计划实施意见(2016-2020)》，从2016年起，杭州要用5年时间，力争引进高端国外专家100名、实施引进国(境)外智力项目1000个、聘请各类国(境)外专家5万人次，即每年引进高端国外专家20名、实施引进国(境)外智力项目200个、聘请各类国(境)外专家1万人次。

In fact, Hangzhou has already made great effort in appealing high-level talents at home and abroad to make an innovation or undertake business. Based on 'Opinion of "115"Plan for Naturalizing Oversea Brains in Hangzhou(2016-2020)' published last year, Hangzhou is programming in attracting as many as 100 senior foreign experts, importing 1,000 foreign talent-projects as well as giving out 50,000 invitations for foreign experts working in diverse fields, meaning that it plans to attract at least 20 senior foreign experts,importing 200 foreign talent-projects as well as inviting 10,000foreign experts majoring in different fields each year.
