中国网浪潮新闻讯 据不完全统计，目前杭州共享单车数量已接近15万辆，随着市场发展这一数量仍在继续激增，伴随而来的乱停乱放，也是愈演愈烈。作者从杭州有关部门获悉，目前已暂扣各类共享单车至少4000辆。接下来，杭州将出台五一长假期间共享单车的管控措施，以及有关共享单车规范管理的指导意见征求意见稿。

CNCAO NEWS According to incomplete statistics,Hangzhou has a number of 150 thousand shared bicycles at present,the number continues to increase sharply accompanying with the serious problems of random parking because of the development of the market. Reporters learned from relevant departments that they have withhold at least 4000 various of shared bicycles temporarily at present. Next,Hangzhou will take measures to control the shared bicycles and draw up guidelines for the development of standardized management of shared bicycles during May Day.

　　交警部门表示，对违法停放在行车道，妨碍其他车辆通行的非机动车，将依法把非机动车移至不妨碍交通的地点，情节严重的，将按照法律法规规定拖移至指定的停车地点，进一步查明案情，依法对违法行为进行处理。

The Department of Traffic said,we would take the non-motorized vehicle which are illegally parked and impede other vehicles passing to the places not affecting the traffic. In serious circumstances,we’d take the vehicles to designated sites according to the law,make a thorough investigation and handle the illegal acts by operation of law.

　　据介绍，目前，交警部门已暂扣“妨碍其他车辆通行和行人通行”的共享单车2000多辆，并拖移至停车场。其中绝大多数没有相关单位前来认领。若加上目前江干、上城城管上报暂扣的共享单车数量，也就是说，杭州目前至少有4000辆共享单车处于被暂扣的状态。

According to introduction,The Department of Traffic have withheld and drag more than 2000 shared bicycles which impeded the traffic of other vehicles and pedestrians onto the parking lot temporarily at present. Most of them do not have the relevant companies come to claim. Together with the number of shared bicycle reported by The Urban Management of Shangchen and Jianggan Districts,that is to say, more than 4000 shared bicycles have been withhold temporarily in Hangzhou.

　　有关人士表示，根据规定，共享单车被暂扣后，相关单位应前来处理，如果迟迟不来认领，则将公告，公告一段时间仍不前来接受处理的，将交由有资格的拍卖机构拍卖处置。

Related personnel said,relevant companies should come to handle it according to contract after shared bicycles were withheld. If do not come,we’d give a notice. After the notice,we will hand over the bicycles to qualified auction houses for auction disposal if no companies come to claim.
