中国网浪潮资讯 由杭州市委宣传部、杭州网信办、杭州市网络文化协会等单位主办的第九届杭州网络文化节于近日拉开帷幕。文化节期间，杭州将举行“中国网络作家看杭州”大型创作活动、 2017杭州“争做中国好网民”接力活动、“最具影响力网络公益项目”评选活动、中国城市新闻网站联盟发展高峰论坛、杭州互联网信息安全发展论坛等一系列网络主题宣传和网络文化活动。

　　2017年3月，杭州市人民政府印发《杭州市科技创新“十三五”规划》，规划显示到2020年，杭州将在国家科技体制改革先行区、创新驱动转型升级示范区、互联网大众创业集聚区、全球电子商务引领区和信息经济国际竞争先导区等建设取得重大阶段性成果，初步建成具有全球影响力的“互联网+”创新创业中心。

　　2017年9月6日，之江实验室在杭州未来科技城“人工智能小镇”挂牌成立。作为浙江省政府力主创建的新型研发机构，之江实验室将重点聚集网络信息、人工智能，以大数据、云计算，谋划建设智能云、工业物联网、大脑观测及脑机融合、量子计算研究等四大科学装置，谋求的是打造一批世界一流的基础学科群，创造出代表中国科技、具有世界顶级水平的科技新成就。

On September 6, 2017, Zhijiang laboratory was founded in “artificial intelligence town” of Hangzhou future science and technology city. As a new R & D institutions created by the Zhejiang provincial government vigorously, Zhijiang laboratory will focus on gathering network information, artificial intelligence, and use big data, cloud computing to plan to construct four scientific devices like intelligent cloud, industrial Internet of things, brain observation and fusion of brain and computer, research of quantum computing. It seeks to build a number of world-class basic discipline groups and create new achievements in science and technology with world top level that represent science and technology of China.

　　在自主创新的同时，杭州的互联网行业正在对世界产生积极的影响。今天的杭州因为“无现金社会”的形象成为全国乃至全球的焦点。今年全国“两会”期间，包括浙江省侨联副主席陈乃科、杭州市副市长谢双成在内的多位代表、委员积极推广杭州的移动支付模式，直言“无现金社会”是经济社会发展的趋势。今年5月，有德国媒体评论说，杭州将孕育移动支付的“中国标准”，成为其他国家建设“无现金社会”的最佳示范。

While conducting self-dependent innovation, the Internet industry in Hangzhou is having a positive impact on the world. Hangzhou has become the focus of the whole country and even the whole world because of the image of "cashless society" today. During NPC and CPPCC this year, many delegates and members, like Chen Naike, vice President of Zhejiang Returned Overseas Chinese Federation, Xie Shuangcheng, vice mayor of Hangzhou have promoted the mode of mobile payment in Hangzhou actively and said that "cashless society" is the trend of economic and social development. In May this year, German media commented that Hangzhou would foster the "Chinese Standard" for mobile payments and become the best demonstration for other countries of building "cashless society".

　　事实上，随着“网上丝绸之路”的开启，诞生于杭州的支付宝作为“中国新四大发明”的一员早已漂洋过海，在东南亚、欧洲、美国等地落地生根。
