中国网浪潮资讯 杭州市民政局日前出台《杭州市临时救助办法》（以下简称《办法》）。根据《办法》，持有有效护照居住在杭州市且有困难发生在本市的外籍人员等可被列入救助范围。

CNCAO NEWS Recently, Hangzhou Municipal Bureau of Civil Affairs has published Interim Measures for assistance of Hangzhou(initiated Measures), according to which foreign personnel with valid passport living in Hangzhou could also be included in the scope of relief once encountering difficulties in Hangzhou.

　　除扩大救助范围外，新《办法》还提高了补助标准，细化了救助分类。

Apart from the extension of the scope, the new Measures has also raised subsidy standards as well as dividing the classification of aid more detailed.

　　杭州市民政局方面称，新《办法》充分体现了杭州在发展进程中“以人为中心”和“城市国际化”的特点。

According to Hangzhou Municipal Bureau of Civil Affairs, the new Measures has fully demonstrated the characters, being "people-oriented" and "internationalization of the city", of Hangzhou on its developmental way.

　　据悉，杭州自2009年建立临时救助制度以来，已累计救助困难对象19.85万人次，共支出救助金2.65亿元人民币。新《办法》将于5月25日实施。

It is said that since Hangzhou set up the interim measures for assistance, it has already helped over 198,500 people with the cost of 265-million-yuan subsidy. The new Measures will be implemented in May 25.
