中国网浪潮资讯 近日，曾参与起草中国《海商法》等航运法律的上海海事大学教授胡正良就浙江自贸区发展问题接受作者采访时表示，，浙江不妨学习上海，将上海自贸区的“创新”、“谋划”、“与国际接轨”等经验“带回家”。

　　CNCAO NEWS Recently, Hu Zhengliang, the professor of Shanghai Maritime University who used to participate in drafting Maritime Code of P.R.China and other navigation laws, states when being interviewed by journalist about the developmental issues of Zhejiang Free Trade Zone(FTZ) that it would be of no harm if Zhejiang could learn from Shanghai via "bringing home" the experience of Shanghai FTZ, which includes "innovation", "planning", "being geared to international standards" and so on.

　　胡正良认为，浙江自贸区和上海自贸区的不同在于定位，相比如上海自贸区的多功能、综合性定位，浙江自贸区在舟山的定位重点在大宗商品，因此这就要在航运及其相关产业发展方面，可以利用江海联运服务中心这一平台，发挥大宗散货中转、储存、加工、交易方面的优势。这些优势也可以和商贸自贸区形成互补。

　　He reckons that the difference between Zhejiang FTZ and Shanghai FTZ is the positioning. Compared to the multifunctional as well as comprehensive positioning of Shanghai FTZ, the major positioning of Zhejiang FTZ in Zhoushan is aimed at bulk commodity, which need to be relied on the development of navigation and other relevant industries and with the platform of River-and-Sea Coordinated Transport Service Center, the advantages in the transhipping, storage, processing and trades of bulk commodity, which could be interacting with trade and business free trade zone, would be taken of.

　　同时，胡正良表示，舟山还要注重服务功能，需要围绕大宗商品的江海联运发展相应的金融服务、信息服务、交易平台服务等现代高端航运服务业的内容。因此资金和人才才是浙江自贸区发展的关键。

　　At the same time, Hu also came up with the idea that Zhoushan still needs to pay attention in service function, which requires to improve modern higher-class navigation services, such as financial service, information service and transaction platform service, which are relevant to River-and-Sea Coordinated Transport of bulk commodity. 　　舟山是中国第一大群岛、第四个国家级新区，自今年4月浙江自贸区在舟山挂牌设立以来，舟山的海事活动越来越活跃。

　　Zhoushan is the largest archipelago and the fourth state-level new area of China, whose maritime activities have been increasingly active and frequent since Zhejiang FTZ was set up in Zhoushan.
