日前中国铁路总公司发布公告称,当地时间4月21日起,中国东南沿海高铁开行的200-250公里时速动车组列车的票价将进行优化调整,多路段根据车次客流状况尝试区间票价。对此,中国工程院院士、铁路专家王梦恕表示,此次调价并不合理,涨价幅度过高。对于铁路混改、票价调整机制等问题,目前各方仍在协商。
Recently, the China Railway Corporation announce thatticket prices forChina's southeast coastal high-speed rail(HSR) running at 200 to 250 kilometers per hourwill be adjusted, and multi-sections ofrailway try to adopt the section fare according to trips and passenger flowfrom April 21 at the local time.Wang Mengshu, the academician of Chinese academy of engineering, railway experts said that it’s unreasonablefor the price adjustment because prices risen too much.As for railway reform, fare adjustment mechanism and other issues, the parties are still in consultation.
东南沿海铁路,由上海至杭州(沪杭段)、杭州至宁波(杭甬段)、宁波至深圳(甬深段)三段组成,全长超过1600公里,日均开行动车组622列,平均客座率达80%以上。此次调价的主要车次为其间开行的200-250公里时速动车组列车。经查询,调价后个别区间段出现了200-250公里时速动车组列车,与300-350公里时速动车组列车票价倒挂的现象。
Southeast coastal railway consists of three sections- Shanghai to Hangzhou, Hangzhou to Ningbo, and Ningbo to Shenzhen. The total length of railwayis more than 1,600 km,The average daily runningHSR 622, the average passengerload factor up to 80% .The 200-250 km per hourHSR is majorHSR taking price adjustment. After inquiries, the ticket prices of 200-250 km perHSRis higherthan 300-350 km per HSRin some sections after price adjustment.
中国铁路总公司相关负责人表示,东南沿海高铁长期执行国家1997年批复的高等级快速软座票价标准,明显低于同区段公路票价,不利于各种交通方式合理分工和充分竞争。此次东南沿海高铁调价,是根据各车次的客流状况,差异化调整,有涨有降。
Relevant Person-in-charge ofChina Railway Corporation said,ticket prices forHSR in the southeast coastal area have followed thehigh-level soft seat fare standardsapproved by government in 1997 for long time.Obviously, the pricesis lower than the same section of the road fare, it’sagainst reasonable division of the means of transportationand full competition. The price adjustmentof HSR in southeast coastal area is based on the trips and passenger flow,some prices will increase, while others will be lowered.
近年来,随着中国高速铁路投资建设的飞速发展,中国铁路总公司负债率越来越高,还款负担沉重,再加上经济环境因素,货运收入连续下跌。
In recent years, with the rapid development of China's high-speed railway investment and construction, China Railway Corporation debt ratio is getting higher and higher, coupled with economic factors, freight revenue fell continuously.
3月31日,国家发改委党组副书记、副主任刘鹤内部会议上指出,要着力抓好混合所有制改革试点,尽快批复实施试点方案,在铁路、民航等领域迈出实质性步伐。对此,有专家表示,前景并不乐观,因“票价比较低,总是亏损,民营资本自然兴趣不大”。
On March 31,Liu He, the deputy secretary and deputy director of the National Development and Reform Commission,pointed outat the internal meetingthat we should focus on mixed ownership reform pilot, as soon as possible to implement the pilot program and take substantive steps in railway, aviation and other fields. In this regard, some experts said that the prospects are not optimistic, because the fare is cheap and private capital is not interest in the program keeping losing money.
目前,针对铁总混改、票价调整机制等问题,中国国家铁路局、中国社科院、中国铁路总公司等单位均进行过长期的调研和分析,不过目前仍存在分歧,还需进一步讨论与协商。
At present, as for Railway Corporation reform, fare adjustment mechanism and other issues,China National Railway Administration, Chinese Academy of Social Sciences, China Railway Corporation and other units have conducted long-term research and analysis,but there are still differences require further discussion and consultation.
