12月底，宁波市区房产证、土地证二证合一的换发工作将正式启动，12月28日，第一本全新的红本本——不动产权证书将出炉。从此，房产证、土地证都将成为历史。

所谓的不动产，具体包括土地、海域以及房屋、林木等定着物。不过，与广大市民密切相关的应该还属土地和房屋。

以往，土地和房屋分属国土和住房两个主管部门，各颁发土地证和房产证。12月28日开始，不动产登记中心将统一颁发不动产权证书，也就是二证合一。

新证有什么亮点？据悉，一旦单元号锁定了对应的不动产，对产权信息的保护就更为严密。例如以前房地产市场火爆时，曾出现一房两卖现象，换新证后类似的现象就能杜绝。

不动产登记簿证启用后，原来各种证书和证明，继续有效。按照“不变不换”原则，在今后办理不动产转移、变更时，可换发新的证书。如果不交易房产，但提出申请也能按新流程办理新的不动产权证书。
