近日，浙江温州出台《关于支持大众创业促进就业的实施意见》，提出扶持创业25条新政策，鼓励大众创业就业，尤其为重点创业人群提供创业担保贷款、创业担保贷款贴息、一次性创业社保补贴、场租补贴、税费减免等系列优惠。
Recently, Zhejiang Wenzhou issues Implementation Advice on Supporting Enterprise for Promoting Employment, putting forward 25 new policies to support entrepreneurship and encouraging entrepreneurship and employment, especially to provide business secured loan, enterprise secured discount loan, one-time start-up social secured subsidy, rental subside, tax reducing and other benefits for key entrepreneurial crowd.
据了解，“25条新政”涉及创业就业的重点人群有五类，分别为在校大学生和毕业5年以内高校毕业生、登记失业半年以上人员、就业困难人员、城镇复退军人、持证残疾人。
It’s known, there are 5 kinds of crowds involving the 25 new policies, college students, graduates within 5 years of college graduates, unemployed people having registered unemployment for more than half year, people experiencing employment difficulty, retired soldier, the disabled.
根据“新政”要求，对重点人群实行创业担保贷款全额贴息，其他人员实行50%贴息。予以贴息的利率可在基础利率的基础上上浮3个百分点，贴息期限不超过3年。
According to the new policies, provide enterprise secured loan full interest subsidy for key crowds and provide 50% discount for other people. The rate which is given discount can go up 3 percentage points on the base of basic rate。The discount period can’t be more than 3 years.
而且此次“新政”加大了创业资金扶持力度，将创业补助和一次性创业社保补贴合并为一次性创业社保补贴，重点人群创办个体工商户或企业，正常经营并依法缴纳社会保险费1年以上的，给予不超过5000元的补贴。
This new policy increases the intensity of the capital support. It combines the business benefits with one-time business social security subsidies as one-time business social security subsidies. Key crowds establishing privately or individually-owned business or enterprise and legally operating and pay social insurance for more than 1 year will be given for less than 5000 yuan subsidy.
