自2016年1月1日起，杭州市、区（县、县级市）两级人民政府作为复议机关作共同被告的一审行政诉讼案件，原则上将由跨行政区划法院杭州铁路运输法院集中管辖。
Since Jan 1st, the first instance administrative litigation lawsuit of the two-level of people’s government of Hangzhou city and district, as reconsideration organizations which act as joint defendants will, in principle, be governed by Hangzhou Court for Rail Transportation which is cross-administrative division.
杭州铁路运输法院院长杜前表示，此次改革为“部分行政案件集中管辖”，即除市、区两级人民政府复议维持当共同被告的案件集中到该院外，原由其他基层人民法院管辖的其他一审行政诉讼案件及行政非诉执行案件的管辖法院保持不变，如起诉市、区两级人民政府工作部门或其派出机构的案件仍由各属地基层法院管辖。
The chief justice of Hangzhou Rail Transportation Du Qian indicated that this reform is partial administrative cases are concentrated governing. That is, apart from the reconsiderations of People’s governments of city and district level concentrating to this court, other basic people’s courts which govern first instance administrative lawsuits and non-judicial executive cases remain unchanged.
据悉，杭州铁路运输法院于2012年由上海铁路局整体移交给浙江省法院系统，并实行属地管理，是浙江为数不多的跨行政区划法院之一。由杭州铁路运输法院试点集中管辖部分行政案件，被各界认为可以较好地实现法院与行政区域的适当分离。
It is reported that Zhangzhou Rail Transportation Court was entirely turned over by Zhejiang Provincial Judicial System in 2012 and implemented local management. And it is one of the few courts which could perform power cross administrative divisions. And those administrative cases pilot governed by Hangzhou Rail Transportation is thought that could be properly separated the courts and administrative areas by all walks.
为了做好试点工作，杭州铁路运输法院将在全市法院范围内选拔两名研究生毕业、审判经验丰富的人员担任副院长，主管行政审判业务，并选派多名业务骨干到省高院和市中院行政庭、立案庭锻炼，积累实战经验。此外，杭州中院也将选派法官到铁路法院参与办案。（作者：赵皓月 实习作者：陈雨薇综合报道）
In order to complete pilot work, Hangzhou Rail Transportation would select 2 postgraduates who are rich in judge in the scope of all courts in Hangzhou as vice chief justice to take charge of administrative adjudication. What’s more, it would assign several talents to accumulate practical experience in administrative divisions. In addition, Hangzhou Intermediate Court will select judges to Rail Court for cases.
